The Clinger-Cohen Act of 1996 created the Chief Information Officer position and The Federal CIO Council has defined ten competency areas for the CIO. These areas are commonly illustrated in the form of the 'CIO Wheel'. I just wonder if governance of data-, information- and knowledge resources should alter the picture.
